The corresponding decree was signed by President Kassym-Jomart TOKAYEV on October 30, according to Jaslan MADIYEV, Kazakhstan’s Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, who shared the news on Instagram.
“Kazakhstan now has one more billionaire! I was pleased to present a Kazakh passport to Alex Mashrabov, co-founder of Higgsfield,” the minister wrote.
According to Madiyev, Kazakhstan is interested in attracting specialists who develop cutting-edge technologies. He thanked the Higgsfield team for its contribution to the development of the country’s AI industry and noted that the company’s products are used by more than 40 million people.
Higgsfield specializes in AI-powered image and video creation and editing. Mashrabov founded the company in 2023 together with Kazakh developer Erzat DULAT.

Experts interviewed by Forbes estimated Mashrabov’s stake in the company at 25-30%. Higgsfield’s investors were reported to include Intel, Goldman Sachs, DST Global, and Liberty Global.
