The Mazhilis ratified the Agreement between the Governments of the Republic of Kazakhstan and the People’s Republic of China on the Promotion and Mutual Protection of Investments, reports a Kazinform correspondent.
According to Deputy Minister of Foreign Affairs of Kazakhstan Alibek KUANTYROV, the agreement was signed on June 16, 2025, during the visit of Chinese President XI Jinping to Astana.
The document updates the existing international treaty between Kazakhstan and China dated August 10, 1992. It expands investment opportunities for both countries, provides more advanced protection mechanisms and guarantees, and elevates bilateral cooperation to a new level.
“The international treaty not only provides legal guarantees to investors of both parties but also ensures open and transparent conditions for investment activities. It establishes provisions on protection against expropriation, access to international arbitration, and fair and equal treatment of investors,” Kuantyrov noted.
He added that relations between Kazakhstan and China have reached a comprehensive strategic partnership since Kazakhstan gained independence.
In 2025, direct foreign investment from China amounted to $2.8 billion, which is 135% higher than the same period of the previous year. The total volume of investments from China between 2005 and 2025 reached $29.3 billion.
Outflow of direct investments from Kazakhstani investors to China in 2025 amounted to $54.8 million. The total volume of investments from Kazakhstan to China between 2005 and 2025 reached $926.9 million.
